RTA develops mechanism for identifying, analyzing and fixing recurrent accident spots

The Licensing Agency, Roads and Transport Authority RTA, has developed a new mechanism for identifying, analyzing and coping with recurrent accident spots in Dubai with a view to stepping up the efficiency and effectiveness of the present mechanism of dealing with these spots through devising an electronic program which is currently being configured and tailored to meet RTAs world-class standards.

The new system contributes to providing specialists with the required data, information and tools necessary for taking appropriate decisions in dealing with traffic safety issues. These tools include managing the sites witnessing recurrent accidents, analyzing and saving time and cost, and avoiding ineffective and unproven solutions.

Engineer Maitha bin Udai, CEO of RTA Traffic and Roads Agency, said: “The RTA is continuously aspiring to take a leading position in its business domain, particularly in matters related to traffic safety in Dubai. The Traffic and Roads Agency is taking a host of precautionary and technical measures as well as preventive engineering procedures based on technical reports and numerical statistics in monitoring and tracking the sites of recurrent traffic accidents in order to take remedial actions and ensure their number will not rise in the forthcoming years. This can be done through auditing traffic safety procedures adopted in new road projects during the design, construction phases as well as after project completion in keeping with RTA’s vision of providing Safe and Smooth Transport for All.

“The new mechanism classifies recurrent accident sites through identifying specific areas in accordance with the requisites of the study underway; which provides information about areas that have the highest frequency of causalities, and the number of traffic accidents recorded over three successive years in order to study and assess these data by specialist engineers of the Agency during their site visits where they can identify the required engineering procedures capable of coping with the site based on technical standards and globally accepted scientific approaches. Such measures will be applied to the database and statistics of traffic accidents and then entered into the GIS of the RTA,” she noted.

It is worth mentioning that a study was conducted for the practices of 15 advanced countries in the field of identifying and treating areas witnessing recurrent accidents such Australia, New Zealand, Japan, Britain, USA, Portugal, Singapore, Scandinavian countries, Hungary, Netherland and Sweden. The study was based on certain standards including the high reputation, availability of programs & recommendations encapsulated in a program for treating recurrent accident spots, and the similarity with the road systems and networks in Dubai while taking into consideration the points of strength in the practices of other countries; which puts the RTA at the forefront in this field worldwide.

“The project comprises three phases two of which have been completed; the first one included studying the present mechanism in handling these spots, and the other included studying the best global practices in this field in preparation for the third phase which includes preparation of a comprehensive system customized for the Emirate of Dubai in a form of an electronic program that contributes to identifying the best decision-making mechanism in developing up remedies for the recurrent accident spots in Dubai along with the procedures required for addressing them. A simple comparison of the present databases and the phases of analyzing and handling accidents with the databases over the past five years clearly reveals that the process and databases of the Traffic and Roads Agency are of top quality and are the best across the region as they conform to the highest international standards, which underscores the paramount importance attached by the RTA to the traffic safety issue,” stated the CEO of RTA Traffic and Roads Agency.
